Blocks as reusable page regions

Blocks are full-width product regions: a queue, a summary band, a split-pane workspace, a dashboard section. This is where page consistency is won or lost.

The interactive blocks tier is intentionally thin today. These studies define the page-section grammar before canonical blocks are promoted into libs.

The first promoted ui-interactive block: a serializable queue section with summary, filters, empty state, and semantic events for RSC wrappers.

A reusable human-review queue for RFP answers, governance checks, and other approval workflows.
